Připravenost a akceschopnost nemocnice Turnov k řešení mimořádných událostí s výskytem hromadného postižení zdraví osob

Abstract

Ve své diplomové práci se zabývám problematikou připravenosti a akceschopnosti nemocnice Turnov při zvládání výskytu hromadného postižení osob na zdraví. V teoretické části práce jsem se zaměřila na problematiku krizové připravenosti ve zdravotnictví a platnou legislativu. Stručně jsem popsala profil nemocnice Turnov, včetně popisu areálu, personálního obsazení a lůžkové kapacity. V závěru teoretické části jsme se zaměřila na obsah zpracovaného traumatologického plánu nemocnice Turnov a na cvičení traumatologického plánu, které proběhlo v nemocnici Turnov v říjnu 2016. V praktické části jsem uvedla výsledky kvantitativního výzkumu, jehož technika spočívala v dotazníkovém šetření pro personál nemocnice Turnov. Na základě výsledků výzkumu, analýzy traumatologického plánu a skutečností zjištěných při cvičení jsem provedla SWOT analýzu, pomocí které jsem identifikovala klíčové slabé a silné stránky nemocnice. Cílem práce je zhodnocení připravenosti a akceschopnosti nemocnice Turnov a jejího personálu na příjem hromadného postižení osob. Na základě cíle práce jsem stanovila 4 hypotézy: Hypotéza 1: Nemocnice Turnov provádí pravidelná cvičení a školení o problematice traumatologického plánu. Hypotéza 2: Zaměstnanci nemocnice Turnov znají své povinnosti v případě aktivace traumatologického plánu. Hypotéza 3: Nemocnice Turnov má dostatečně zpracovaný a aktuální traumatologický plán. Hypotéza 4: Nemocnice Turnov je schopna zvládnout příjem většího počtu postižených osob na zdraví. Z výsledků mé práce jsou jasně patrné mezery v informovanosti personálu v některých otázkách dané problematiky. V rámci analýzy traumatologického plánu a na základě poznatků z jeho cvičení jsem zjistila nedostatky hlavně ve zřízení kontaktního místa nemocnice Turnov. Nedostatečně zřízené kontaktní místo se projevilo i jako slabá stránka v rámci provedené SWOT analýzy. V závěru práce jsem navrhla opatření na omezení slabých stránek nemocnice a posílení silných stránek.

In my diploma thesis I deal with the issue of the preparedness and operational capacity of Hospital Turnov in managing mass injury incidence on a significant number of people. In the theoretical part of my thesis I focus on the issue of crisis preparedness in healthcare and its valid legislation. I briefly describe the profile of Hospital Turnov, including a description of the premises, staffing and bed capacity. At the end of the theoretical part I focus on the contents of the Hospital Turnov traumatology plan and its training implementation, which took place at Hospital Turnov in October 2016. In the practical part I present the results of my quantitative research, the technique of which was based on a questionnaire survey of the Hospital Turnov staff. Based on the results of the research, the analysis of the traumatology plan and the facts ascertained during the training, I performed a SWOT analysis, which identified the key weaknesses and strengths of the hospital. The aim of the thesis is to evaluate the preparedness and operational capacity of Hospital Turnov and its staff to admit a significant number of patients in case of mass injury incidence. Based on the aim of my thesis, I have determined 4 hypotheses: Hypothesis 1: Hospital Turnov carries out regular exercises and training of the traumatology plan. Hypothesis 2: Employees of Hospital Turnov are aware of their duties in case of traumatology plan activation. Hypothesis 3: Hospital Turnov has a well-trained and current traumatology plan. Hypothesis 4: Hospital Turnov is capable of managing the admission of a greater number of injured people. The results of my work clearly show gaps in the knowledge of staff on some aspects of the given issue. As a part of the analysis of the traumatological plan and based on the findings of the training, I primarily found shortcomings in creating the contact point of Hospital Turnov. The insufficiently established contact point also appeared as a weak side in the SWOT analysis. At the end of the thesis, I proposed measures to reduce the weaknesses of the hospital and strengthen the positive aspects.
