Diplomová práce analyzuje legislativu v oblasti připravenosti České republiky na ohrožení způsobená vlivem klimatických změn. Teoretická část práce se v nezbytně nutném rozsahu zabývá vymezením pojmů navázaných na změny klimatu, životní prostředí, rizika pro životní prostředí, Mezivládní panel pro změny klimatu, mitigací změny klimatu, Adaptační strategií EU a environmentálními riziky, které jsou pro Českou republiku nejpravděpodobnější. Mezi hrozby s vysokou mírou rizika pro Českou republiku byly definovány - povodně velkého rozsahu, dlouhodobé sucho a s ním spojená migrační vlna. Změna klimatu je hrozbou pro životní prostředí, hospodářství a rozvoj civilizace na celém světě, je bezprostřední a velmi vážná. Zřejmou součástí této změny je oteplování většiny pevnin, které v budoucnu bude ještě výraznější, než je dnes. Vlny horkých dnů budou stále častější, naopak počet chladných dnů a nocí bude nižší. Vyšší průměrná teplota má nepříznivé dopady na přírodní ekosystémy a přizpůsobení se vysokým teplotám není jednoduché. V souvislosti s tím se budou stále častěji objevovat dlouhodobá sucha, suché oblasti budou ještě sušší. Jedním z důsledků klimatických změn je ovlivnění vodních zdrojů všude na světě. Další hrozbou s tím spojenou je vyšší frekvence a vyšší intenzita extrémních hydrometeorologických událostí, jakou jsou bouře, intenzivní srážky následované povodněmi a v tropických oblastech hurikány a tropické bouře. Dojde ke zvyšování hladiny oceánů, značná území v blízkosti mořského pobřeží budou zaplavena. To znamená jednak zničení infrastruktury v daných oblastech, ale i vnikání slané vody do stávajících zdrojů vody pitné. S tím souvisí migrace obyvatelstva z daných oblastí do regionů, kde tato zátěž nebude tak vysoká. Diplomová práce poskytuje náhled na tuto problematiku z úhlu ochrany obyvatelstva České republiky. Teoretická část definuje tři zásadní ohrožení České republiky. Praktická část analyzuje současný stav platných právních předpisů a strategických dokumentů, které se týkají definovaných hrozeb ve vztahu ke klimatickým změnám. Hlavním cílem diplomové práce je definování hrozeb souvisejících se změnami klimatu, které jsou pro Českou republiku v tomto směru zásadní a měly by být zpracovány do metodických a strategických materiálů v oblasti bezpečnosti státu. Z analýzy a komparace existujících dokumentů vychází návrh pro tvorbu nových dokumentů pro zmíněná klimatická ohrožení. The thesis analyzes legislative preparedness of the Czech Republic to the threat caused by the impact of climate change. The theoretical part of the work to the necessary extent deals with the definition of concepts linked to climate change, living environment, environmental risks, Intergovernmental Panel on Climate Change, climate change mitigation, EU Adaptation Strategy and environmental risks that are major threats to the Czech Republic. Among these risks have been defined other threats - large-scale floods, prolonged drought and the associated migration wave. Climate change is a very serious threat to the living environment, the economy and the civilization development in the world, it is imminent and very serious. The obvious part of this change is warming of most continents, which will in the future be even more significant than it is today. Waves of hot days will become more frequent, while the number of cold days and nights will be lower. Higher average temperatures have adverse effects on natural ecosystems, adaptation to high temperatures is not easy. In connection with this, there will increasingly occur long-term drought, dry areas will become even drier. One of consequences of climate change is affecting water resources worldwide. Another associated threat is a higher frequency and intensity of extreme hydrometeorological events, such as storms, intense rainfall followed by floods and hurricanes, and tropical storms in tropical regions. There will be an increase in sea levels, considerable areas near the sea will be flooded. This means both the destruction of infrastructure in these areas, as well as the ingress of seawater into existing sources of drinking water. This is related to the population migration from this areas to the regions where the burden is not so high. The thesis provides insight into the issues from the angle of protecting the population of the Czech Republic. The theoretical part defines three major threats to the Czech Republic. The practical part analyzes the current status of the existing legislation and strategic documents regarding the defined threats in relation to climate change. The main objective of this thesis is to define the threats related to climate change, which are in this regard for the Czech Republic essential and should be processed into a methodical and strategic materials in the field of national security. From the analysis and comparison of existing documents, arrises a proposal for the creation of new documents for the above mentioned climate threats.
