Krizová připravenost Zdravotnické záchranné služby Kraje Vysočina

Abstract

V současné době je naše společnost neustále vystavena celé řadě nebezpečí. Rizika a hrozby se dotýkají prakticky všech jedinců, neboť mohou zasáhnout kdykoli, kdekoli a cokoli. Pro případy vzniku mimořádných událostí nebo v situacích po vyhlášení krizových stavů hrají důležitou roli jednotlivé složky integrovaného záchranného systému, jehož nedílnou součástí je subsystém poskytující zdravotní péči. V rámci bezpečnosti státu má zdravotnický systém nezastupitelnou úlohu. Cílem bakalářské práce je zjistit, zda je Zdravotnická záchranná služba Kraje Vysočina dostatečně připravena na řešení krizových situací pomocí navrhovaných kritérií pro hodnocení připravenosti Zdravotnické záchranné služby Kraje Vysočina k plnění úkolů vyplývajících z Plánu krizové připravenosti Zdravotnické záchranné služby Kraje Vysočina při krizových situacích. V první části bakalářské práce je popisován výčet současné legislativy využitelné při přípravě na mimořádné události, krizové situace a jejich řešení. Jsou zde vysvětleny základní pojmy, jako je krizová připravenost zdravotnictví, nezbytná zdravotní péče, integrovaný záchranný systém a další, se kterými se v bakalářské práci dále pracuje. Na teoretickou část navazuje část praktická. V té jsou popisovány možné krizové situace, které jsou identifikované v Plánu krizové připravenosti Zdravotnické záchranné služby Kraje Vysočina. Na základě identifikovaných krizových situací a popisu postupů v řešení konkrétní krizové situace jsou navrhovaná kritéria pro hodnocení krizové připravenosti Zdravotnické záchranné služby Kraje Vysočina. Dále je provedena analýza plánu krizové připravenosti metodou zkoumání dokumentu a rozhovoru. Pro hodnocení krizové připravenosti Zdravotnické záchranné služby Kraje Vysočina jsou v rámci navrhovaných kritérií položeny výzkumné otázky. Pro jejich vyhodnocení byly použity metody rozhovoru s kompetentními zaměstnanci a zkoumání interních dokumentů organizace.

At present time our society is constantly exposed to a whole range of dangers. Risks and threats affect practically all individuals because they can hit anytime, anywhere and anything. For emergencies or post-crisis situations, the components of the integrated rescue system, the integral healthcare subsystem, play an important role. Within state security the healthcare system has an irreplaceable role. The aim of the bachelor thesis is to find out whether the Medical Emergency Service of the Vysočina Region is sufficiently prepared to deal with crisis situations using proposed criteria for evaluation of the preparedness of the Emergency Medical Service of the Vysočina Region for the fulfillment of the tasks arising from the Crisis Preparedness Plan of the Emergency Medical Services of the Vysočina Region in Crisis Situations. The first part of the bachelor thesis contains a list of valid legislations used in the preparation of extraordinary events, crisis situations and their solution. Basic concepts such as crisis preparedness of health care, necessary health care, integrated rescue system and others with which the bachelor thesis continues to work are explained here. The theoretical part follows the practical part. This describes the possible crisis situations identified in the Crisis Preparedness Plan of the Medical Emergency Service of the Vysočina Region. On the basis of the identified crisis situations and the description of the procedures for dealing with a particular crisis situation, the proposed criteria for assessing the crisis preparedness of the Medical Emergency Service in the Vysočina Region are proposed. Further an analysis of the crisis preparedness plan is carried out by means of a documentary and interview examination. In order to assess the emergency preparedness the health rescue services of the Vysočina Region are subject to research questions within the proposed criteria. For their evaluation methods of interviewing competent staff and examining internal organization documents were used.
