Zásah složek integrovaného záchranného systému při mimořádné události ve Věznici Vinařice

Abstract

Abstrakt Cílem bakalářské práce je nastínit problematiku zásahu složek integrovaného záchranného systému při mimořádné události ve Věznici Vinařice, kdy budovu odsouzených zasáhl požár. Teoretická část bakalářské práce se zabývá platnými právními předpisy, snaží se vysvětlit základní pojmy potřebné k utvoření uceleného náhledu na problematiku specifického místa zásahu pro složky integrovaného záchranného systému v prostorách věznice. Praktická část je věnována modelové situaci ve Věznici Vinařice a to požáru ubytovny odsouzených. Modelová situace je namodelována z pohledu zasahujících složek integrovaného záchranného systému a Vězeňské služby České republiky. V praktické části je analyzován možný zásah složek integrovaného záchranného systému, proces nasazování sil a prostředků jejich koordinace a součinnost s Vězeňskou službou. Dále jsou analyzovány rizika pro zasahující složky. Výsledkem je doporučení pořízení požárních hlásičů do věznice, použití aplikace Poplach při realizaci Plánu vyrozumění a svozu, změna systému otevírání dveří pomocí klíčového systému a vytvoření metodického listu. V závěru bakalářské práce je zhodnocen zásah složek integrovaného záchranného systému a Vězeňské služby ve Věznici Vinařice. klíčová slova: požár, mimořádná událost, integrovaný záchranný systém, Věznice Vinařice, jednotky požární ochrany

Résumé The bachelor thesis discusses significant issues related to the intervention of Integrated Rescue System bodies during an extraordinary event in Vinařice prison, in particular a fire in the prisoners' quarters. The theoretical part of the bachelor thesis introduces relevant laws and regulations in force and explains basic concepts necessary for creating a comprehensive overview of the issue of a specific place for intervention of Integrated Rescue System bodies within the premises of a prison. The practical part describes a model situation in Vinařice prison, in particular a fire in the prisoners' quarters. The model situation is modeled from the point of view of intervening bodies of the Integrated Rescue System and the Prison Service of the Czech Republic. The practical part analyzes a possible intervention of Integrated Rescue System bodies, the process of deploying the forces and coordinating them and the cooperation with the Prison Service. Furthermore, risks for the intervening bodies are analyzed in this part. The thesis recommends acquisition of fire alarms for the prison, use of the application called Alarm with implementation of PVaS (Plan of notification and collection), change of the system of door opening using a key system and creation of a methodology sheet. In its conclusion, the bachelor thesis provides an assessment of an intervention of Integrated Rescue System and the Prison Service bodies in Vinařice prison.
