Integrace operačních středisek Hasičského záchranného sboru České republiky v podmínkách Středočeského kraje

Abstract

Tato bakalářská práce popisuje vývoj operačních a informačních středisek Hasičského záchranného sboru České republikyod počátků používání výpočetní technikydo současné podoby. Je zde popsáno základní softwarové vybavení, sloužící kpodpoře rozhodovací činnosti operačního důstojníka při řešení mimořádné události. Popisuje téžvztah telefonickýchcenter tísňového volání 112 kčinnosti operačních středisekanávaznost na integrovaný záchranný systém. Na příkladu Středočeského kraje je uveden vliv centralizace operačních a informačních středisek na průběh řešení mimořádných událostí. Práce se zabývá činnostísektorového operačního střediska při řešení složitýchudálostí. Vpraktické části jerozebrán postup tohoto střediska při povodni, kterápostihlaStředočeský kraj vroce 2013. Dále hodnotípostup Hasičského záchranného sboru Středočeského kraje zpohledu přechodu na centrální řízení jednotek požární ochrany jediným operačním střediskem, kterým se stalo krajské operační středisko vKladně.

This Bachelor's Thesis describes the development of the operating and information centres of the Fire and Rescue Brigade of the Czech Republic from the beginnings of using information technology to the current shape. It describes basic software equipment which supports the decision-making activities of the Operational Officer while dealing with an extraordinary situation. It also specifies the relationship of the 112 emergency line telephone centres to the activities of the operating centres and their connection to the integrated rescue system. Using the example oftheCentral-Bohemian Region, the thesis describes the influence of centralization of the operating and information centres on the course of dealing with extraordinary situations. The thesis deals with the activities of the sector operating centre while handling complicated situations. The practical part analyses the steps of this centre during the flood that hit the Central-Bohemian Region in 2013. Further, it evaluates the course of action of the Fire and Rescue Brigade of the Central -Bohemian Region in terms of the switch to the central management of the fire protection units by the only operating centre, which has become the Regional Operating Centre in Kladno.
