Bezpilotní létající prostředky při činnosti IZS a legislativní rámec pro jejich použití

Abstract

Bezpilotní létající prostředky (UAV) jsou z hlediska využití v rámci integrovaného záchranného systému poměrně novým fenoménem. Tato práce tak poskytuje ucelený vhled do problematiky a ve své první části obsahuje základní popis těchto prostředků, jejich stručnou historii a dělení do kategorií. Do doby než legislativa dožene rozvoj v oblasti použití UAV je ale mohou složky IZS využívat jen v omezené míře, proto je část práce věnována výčtu jednotlivých složek a popisu výhod, které jim použití UAV přináší, respektive by mohlo přinášet. Dále jsou v textu stručně uvedeny případové studie reálného nasazení UAV v zahraniční a vytvořena modelová situace pro použití UAV Horskou Službou v České republice. Na těchto studiích jsou demonstrovány nedostatky současné legislativy. Po zhodnocení současného stavu je zpracováno několik návrhů změn legislativy pro usnadnění použití UAV bezpečnostními a záchrannými složkami.

Unmanned Aerial Vehicles (UAVs) are in terms of utilization by the Integrated Rescue System relatively new phenomenon. This work thus provides a comprehensive insight into the issues that have arisen, while in the first part focuses on a basic description of these resources, their brief history and dividing them into categories. Until legislation catches up with developments in the use of UAV's many Emergency Services can use them only sporadically, and only in a limited way or not at all, therefore another aspect of this work is devoted to listing the different units / parts of the Emergency Services that can benefit from the use of UAVs. The author also briefly presented case studies of real UAV deployment abroad and created a model situation for the use of UAVs during Mountain Rescue Service missions in the Czech Republic. In these studies the shortcomings of current legislation are demonstrated. After evaluating how the current UVA situation is handled, the author goes onto provide several proposals for amendments to legislation in order to facilitate the use of UAV by Security and Rescue Forces.
