Vývojové trendy protiprávních jednání a kriminality u příslušníků Policie ČR

Abstract

Tato práce se zabývá protiprávním jednáním příslušníků Policie České republiky, poukazuje na jeho vývojové trendy a objasňuje příčiny a motivy policistů k tomuto jednání. V teoretické části je blíže specifikován pojem kriminalita a její ukazatelé, dále zde jsou popsány policejní orgány, které se odhalováním a objasňováním trestné činnosti příslušníků Policie České republiky zabývaly v minulosti a také Generální inspekce bezpečnostních sborů, která má zmíněné činnosti v kompetenci v současnosti. Zmíněna je také prevence protiprávního jednání příslušníků Policie České republiky, přičemž důraz je kladen na zkoušku spolehlivosti. V praktické části je na základě několika kritérií analyzováno protiprávní jednání policistů s důrazem na určení směru a velikosti trendu tohoto jevu. V diskusi jsou zvažovány možné příčiny protiprávního jednání policistů a dále je zde predikován jeho možný vývoj.

This work deals with unlawful conduct of the members of the Police of the Czech Republic, it points to its development trends and clarifies the causes and motives of policemen for that conduct. The theoretical part specifies the term criminality and its indicators, it further depicts the Police authorities that used to disclose and clarify criminal offences of the members of the Czech Police in the past, and it also describes the General Inspection of Security Corps, which is competent to do the same these days. The work also mentions the prevention of unlawful conduct of the members of the Police of the Czech Republic and puts emphasis on the integrity test. The practical part analyses unlawful conduct of policemen based on a few criteria, with the emphasis on indicating the direction and the size of the trend of this phenomenon. The discussion considers possible causes of unlawful conduct of policemen and further, its possible development is predicted.
