Článek si klade za cíl upozornit na některé souvislosti, které se mohou negativně ovlivnit spolupráci veřejného a soukromého sektoru v případě, že se trh anebo vnější podmínky pro spolupráci nebudou vyvíjet „lineárně“, ale spíše cyklicky nebo nepředvídatelně, jak je pro trh nebo život spíše typické. Spolupráce je dohodu obou smluvních stran, proto by veřejný sektor neměl chápat svoji úlohu jen v nastavování pravidel, ale aktivně vytvářet podmínky pro dialog o kvalitě prostředí v obci. To vyžaduje „plnění“ (investice, vedle územního i finanční plánování, porozumění tržním mechanismům) i na jeho straně. Jen tak si zajistí, že bude dialog se soukromým sektorem fungovat dlouhodobě.

The article aims to draw attention to some contexts that can negatively affect the cooperation between the public and private sectors in the situation that it is a market or the external conditions for cooperation will not develop "linearly", but rather cyclically or unpredictably, as is the case for the market or life rather typical. The cooperation matters both contracting parties, therefore, the public sector should not understand its role only in setting the rules, but actively support the dialogue about the quality of the environment in the municipality. This requires "fulfilment" (investment, in addition to territorial and financial planning, understanding of market mechanisms) on his side as well. This is the only way to ensure that the dialogue with the private sector will work in the long term.
The constant search and balancing of interests is the surest way to achieve a quality environment for life in the municipality.
