Činnost vojenské hasičské jednotky AČR při úniku vybrané nebezpečné látky na vojenském letišti

Abstract

Diplomová práce se věnuje havarijní připravenosti vojenských hasičských jednotek na letištích vzdušných sil Armády České republiky. Hlavním cílem práce je návrh metodiky, podle které by mohla postupovat vojenská hasičská jednotka při úniku vybrané nebezpečné látky hydrazin na vojenském letišti Armády České republiky. Práce je členěna na teoretickou a praktickou část. Teoretická část se věnuje odborné terminologii a souvisejícími předpisům a legislativě, která se týká jednotek požární ochrany obecně, dále konkrétně vojenských hasičských jednotek a vojenským letištím. V další části je charakterizována nebezpečná chemická látka hydrazin, která je využívána jako letecké palivo spíše nouzových motorových jednotek některých aliančních letounů. Praktická část se v nejdříve zabývá havarijní připraveností vojenských hasičských jednotek, která je hodnocena na základě SWOT analýzy. Výsledky analýzy jsou uvedeny v tabulkách. Dále je v praktické části vytvořen návrh havarijního plánu, který by mohl napomáhat činnostem při zásahu u letecké nehody s únikem hydrazinu. Závěrem práce je, že havarijní připravenost VHJ na vojenských letištích je na velice dobré úrovni.

The diploma thesis focuses on the emergency preparedness of a military fire and rescue unit at an air base of the Army of the Czech Republic. The main objective of the thesis is to design a methodology according to which a military fire and rescue unit could proceed during a leak of a selected hazardous substance hydrazine at a military airport of the Czech Army. Thesis is divided into theoretical and practical parts. The theoretical part is devoted to technical terminology and related regulations and legislation rules concerning fire protection units in general, military firefighting units and air bases in particular. The next part characterizes the hazardous chemical hydrazine, which is used as an aviation fuel for emergency power units of some alliance aircraft. The practical part firstly deals with the emergency preparedness of military fire and rescue units, which is evaluated on the basis of a SWOT analysis. The results of the analysis are presented in tables. The practical part develops a draft emergency plan that could assist response activities in a chemical accident with a hydrazine leak. The conclusion of the thesis is that the preparedness of fire and rescue unit at the military air base is at very good level.
