Optimalizace procesů krajského operačního a informačního střediska hasičského záchranného sboru Středočeského kraje a jednotek požární ochrany Středočeského kraje při zvýšeném operačním řízení

Abstract

Tématem diplomové práce je optimalizace procesů krajského operačního a informačního střediska Hasičského záchranného sboru (dále jen KOPIS HZS) Středočeského kraje a jednotek požární ochrany (dále jen JPO) Středočeského kraje při zvýšeném operačním řízení. Toto téma jsme se rozhodli zpracovat, protože tato tématika není úplně přesně zpracována a nejsou stanovena jasná pravidla nebo jasný postup, jak fungovat na operačním středisku za zvýšeného operačního řízení. Výstup této diplomové práce by poté mohl být nápomocný operačnímu středisku při zvládání zvýšené operační činnosti. Také by mohl přispět ke zlepšení komunikace mezi operačním střediskem a zasahující jednotkou požární ochrany. V teoretické části jsme se zaměřili na definování základních pojmů diplomové práce. Podrobně jsme popsali význam a funkci operačního a informačního střediska Hasičského záchranného sboru, jednotky požární ochrany, svolávací systémy a také komunikaci mezi operačním střediskem a jednotkou. V praktické části práce byly získány informace na základě rozhovorů s příslušníky KOPIS o postupech při zvýšeném operačním řízení. Okruhy pro rozhovory byly sepsány na základě „What if“ analýzy, při které jsme vycházeli ze svých pracovních zkušeností na KOPIS HZS. Dále probíhali rozhovory s veliteli jednotek sboru dobrovolných hasičů zaměřených především na komunikaci za zvýšené operační činnosti. Nakonec byl sepsán Check list pro zástupce operační a taktické úrovně velení.

The topic of the diploma thesis is Process optimization of Regional Operational and the Information Center of the Firefighter Service (hereinafter referred to as KOPIS HZS) of the Central Bohemian Region and firefighter units (hereinafter referred to as JPO) of the Central Bohemian Region during increased operational management. We have decided to deal with this topic because this topic is not completely elaborated and there are no clear rules or a clear approach for „how to operate“ in the KOPIS under increased operational management. The output of this diploma thesis could then be helpful to the KOPIS in dealing with the increased operational activity. It could also help improve communication between the KOPIS and the outgoing JPO. In the theoretical part, we focused on defining the basic concepts of the diploma thesis. We analyzed in detail the KOPIS of the firefighter service, JPO, convening systems, and also the communication between the KOPIS and JPO. In the practical part of the diploma thesis, information was obtained based on interviews with members of KOPIS. We asked about the procedures for increased operational management. The topics for the interviews were written based on a „What if“ analysis. This analysis was based on our work experience on KOPIS HZS. After all of that, we had interviews with the commanders of the volunteer JPO, primarily focused on communication with KOPIS during increased operational activities. Finally, at the end of the diploma thesis, a checklist was drawn up for representatives of the operational and tactical levels of command.
