Tato bakalářská práce se věnuje problematice řízení motorových vozidel pod vlivem alkoholu a jiných návykových látek. Teoretická část poskytuje ucelený základ pro pochopení této problematiky. Zejména popisuje vliv jednotlivých návykových látek na schopnosti a dovednosti řidiče a metody detekce přítomnosti návykové látky u řidiče. Vymezuje legislativní rámec České republiky upravující tuto problematiku. Současně definuje přestupky v silniční dopravě pod vlivem návykových látek a jim příslušné sankce. Na základě toho jsou zde přiblíženy přístupy a sankce i v jiných zemích Evropy. Dále jsou zde stručně uvedena některá preventivní a nápravná opatření, která činí orgány EU proti těmto deliktům. Praktická část je založena na analýze dopravní nehodovosti pod vlivem návykových látek v letech 2016–2020 vycházející ze statistik dopravní nehodovosti PČR a BESIP Ministerstva dopravy ČR. Na základě analýzy dat a znalosti přístupu k řízení pod vlivem návykových látek v ČR jsou navržena opatření, která by mohla vést ke zvýšení prevence a občanské odpovědnosti a zároveň ke snížení počtu nehod tohoto typu a s nimi spojených tragických následků. Diskuze se zabývá možnými úskalími navržených opatření, zamýšlí se nad výsledky analýzy a nad problematikou řízení pod vlivem návykových látek. This bachelor’s thesis deals with the subject of driving under the influence of alcohol and other addictive substances. The theoretical part provides a comprehensive basis for understanding this issue. In particular, it examines the influence of various addictive substances on the driver’s abilities and skills and describes methods of detecting the presence of these substances in the driver’s organism. It delineates the legislative framework of the Czech Republic which aims to regulate this subject. At the same time, it defines road transport offences occurring while driving under the influence of addictive substances as well as the corresponding sanctions. Based on that, the thesis studies approach and sanctions in other European countries and compares them to the ones in the Czech Republic. Furthermore, it briefly outlines some of the preventive and corrective measures taken by the EU authorities against these offences. The practical part analyses traffic accidents under the influence of addictive substances between 2016–2020. This analysis is based on the traffic accident statistics of the Police of the Czech Republic and the Road Traffic Safety (BESIP), an organization under the Ministry of Transport of the Czech Republic. Based on data analysis and knowledge of the approach to driving under the influence of addictive substances in the Czech Republic, the thesis proposes corrective measures that could lead to an improvement in prevention and civil responsibility, and at the same time to a reduction in the number of accidents of this type as well as the tragic consequences associated with them. The subsequent discussion examines the possible pitfalls of the proposed measures, it reflects on the results of the analysis and on the issue of driving under the influence of addictive substances in general.
