Dokumentace pro podlimitní objekty ohrožení

Abstract

Diplomová práce bude pojednávat o analýze dokumentace pro opatření ochrany obyvatelstva v zónách ohrožení podlimitních objektů. V teoretické části budou uvedeny nejdůležitější právní předpisy a ostatní dokumenty v oblasti ochrany obyvatelstva, integrovaného záchranného systému a prevence závažných havárií a také definovány základní pojmy v těchto oblastech a popsán vývoj zpracovávané dokumentace pro podlimitní objekty. Dále budou charakterizovány podlimitní objekty včetně způsobu posouzení analýzy rizik vzniku závažné havárie, stanovení zóny ohrožení a obecného postupu zpracování havarijní karty objektu a také popsány konkrétní objekty ve vybraném území Jihomoravského kraje (okres Znojmo). V praktické části budou pomocí SWOT analýzy zkoumány jednotlivé podlimitní objekty (zejména obsah a forma zpracovaných havarijních karet) a provedena jejich vzájemná komparace a rovněž porovnání s havarijní kartou vybraného podlimitního objektu z Moravskoslezského kraje. Na základě výsledků analýz a komparace budou navržena případná opatření nebo změny s cílem optimalizace obsahu a formy havarijní karty podlimitního objektu.The diploma thesis will deal with the analysis of documentation for measures of protection of the population in the zones under threat of below-the-threshold objects. In the theoretical part, the most important legal regulations and other documents in the area of population protection, integrated rescue system will be mentioned and prevention of major accidents. There will be also defined the basic concepts in these areas and described the development of processed documentation for below-threshold objects. In addition, below-the-threshold objects will be characterized, including the way of assessing the risk of a major accident, determining the zone of danger and the general procedure for processing the emergency card of the building, as well as specific objects in the selected area of the South Moravian Region (Znojmo District). In the practical part, the content and form of processed emergency cards will be examined by means of SWOT analysis and their mutual comparison will be made and compared with the emergency card of the selected below-limit object from the Moravian-Silesian Region. Based on the results of the analysis and comparison, possible changes will be proposed with the aim of optimizing the content and form of the emergency card of the below-the-limit object.
