Návrh na zvýšení efektivity činností při odborném šetření leteckých nehod

Abstract

Šetření leteckých nehod patří mezi jednu z nejdůležitějších činností vykonávaných v oblasti letectví, která je rozvíjena již od samotného počátku jeho vzniku a její vývoj bude do budoucna dále pokračovat. Neustálé zdokonalování přístupu k šetření a zavádění nových metod k jeho zefektivnění má za následek, že současný stav civilního letectví dosahuje velmi vysoké úrovně provozní bezpečnosti. Práce je zaměřena na proces šetření události v podmínkách národní autority ČR. Tím je Ústav pro odborné zjišťování příčin leteckých nehod. Práce obsahuje popis současného stavu legislativy týkající se šetření leteckých událostí a způsobu jakým je Ústav organizován. Analyzuje současný stav procesu šetření, kterým se Ústav řídí, včetně vykonávaných činností. Nachází se v ní zjednodušený popis procesu šetření události spolu s grafickým modelem, na který navazuje návrh možných změn. Tyto změny by měly vést k efektivnějšímu rozdělení jednotlivých činností mezi všechny osoby vystupující v procesu šetření události a docílit tak lepšího využití dostupných lidských zdrojů. Jedním z předpokladů je také celkové zrychlení procesu šetření. Výsledkem práce je zhodnocení dopadu navrhovaných změn.The investigation of air accidents is one of the most important activities carried out in the field of aviation, which has been developed since the very beginning of aviation itself and its development will continue in the future. The constant improvement of the approach to investigation and the introduction of new methods to make it more effective means that the current state of civil aviation achieves a very high level of safety. This bachelor thesis is focused on process of accidents and incidents investigation in civil aviation in administration of Czech national authority - Air Accident Investigation Institute. The thesis contains a description of the current state of the legislation concerning the investigation of air accidents and incidents and the way how the Institute is organized. This thesis analyzes the current state of the investigation process, which is followed by the Institute, including the activities performed. It contains a simplified description of the investigation process together with a graphical model followed by a proposal for possible changes. These changes should lead to more efficient distribution of activities among all those involved in the investigation process and to make better use of available human resources. One of the assumptions is also an overall acceleration of the investigation process. The result of this work is to evaluate the impact of the proposed changes.
