Vliv investic na rozvoj regionu

Abstract

Obsahem této diplomové práce je analýza situace stavebního sektoru v regionu okresu Kolín a hledání souvislostí mezi stavebnictvím a vývojem vybraných ukazatelů, které ovlivňují rozvoj regionů. Práce shrnuje možnosti, jak může stát podpořit regiony, které jsou z různých důvodů méně úspěšné než jiné. Nízká nabídka pracovních příležitostí způ-sobuje odchod obyvatel v produktivním věku, kteří se za lepšími podmínkami v zaměstnání stěhují do úspěšnějších lokalit. Tím se situace dále zhoršuje a může vést až k vážným problémům. V posledních letech je odchod obyvatel z některých lokalit v České republice dobře patrný. Vláda na celostátní úrovni, potažmo místní zastupitelstva mají k dispozici některé nástroje, kterými mohou tuto nepříznivou situaci korigovat nebo zvrátit. Důležitou složkou těchto opatření je přitom stavebnictví, které se významně podílí na realizaci investic v regionu. Tato práce obsahuje přehled jednotlivých dostupných nástrojů a příno-sy jejich použití na region. Součástí práce je i návrh výpočetního modelu, který využívá prvky systémové dynamiky k sestavení systému chování. Ten se snaží zachytit komplexnost situace, která má na zá-kladě objemu stavebních prací v regionu dopad na vybrané hodnoty, jakými jsou nárůst nebo úbytek počtu obyvatel nebo vývoj nezaměstnanosti a nabídka volných pracovních míst. Pozitivní dopad na tyto zmíněné parametry může vyústit ve zlepšení vnímání regionu a tím i podpořit ekonomické důsledky vyplývající ze zvýšené atraktivity. Vyšší zájem firem i občanů o region totiž přináší regionu pozitivní aspekty ve formě rozvoje služeb i životního prostoru.The contents of the thesis is an analysis of the situation of building industry in Kolín regi-on, in the Czech Republic, and it focuses on relations between building production and development of certain indicators impacting the regional development. The work summa-rizes options how the government can support regions which are less successful than others. A low number of vacancies causes departure of working age population that moves to more atrractive locations in order to obtain better conditions in their lives. The mass departure only worsens the situation, and it can cause serious problems. The popu-lation transfer from some regions of the Czech Republic has become visible in recent years. The Czech government as well as local authorities have a number of instruments that can amend or reverse the unfavourable situation. It is the building industry which plays an important role in the authorities' strategy since building companies bring signifi-cant investments to the regions. This thesis contains an overview of several instruments and measures available with their benefits for the region. The paper includes also a computing model based on system dynamics in order to create a behaviour formula. It describes the complexity of a situation how the volume of building industry influences several aspects of life in the region, eg. increase or decrease of popu-lation, unemployment rate, and the number of vacancies. A positive impact on the above mentioned aspects brings an improvement of the region image, and at the same time it boosts up the economic effects arising from the increased attractiveness. A raised inte-rest of companies as well as of citizens in the region has positive impacts on the develo-pment of various services, environment, and on living conditions as such.
