Vliv zaměstnávání odsouzených na vznik mimořádných událostí ve Věznici Ostrov

Abstract

Diplomová práce se zabývá posouzením vlivu zaměstnávání odsouzených na vznik mimořádných událostí ve Věznici Ostrov. Teoretická část obsahuje seznámení s českým vězeňstvím a charakteristiku Věznice Ostrov. Dále je zde zmapován vývoj zaměstnávání odsouzených do současné podoby a jeho přínos, přiblížena problematika mimořádných událostí ve Vězeňské službě České republiky, činnosti krizového štábu věznice a realizace plánu vyrozumění a svozu. Na závěr jsou charakterizovány prohlídky vězněných osob vracejících se z pracovišť mimo věznici. Praktická část odpovídá na stanovené cíle práce. K ověření hypotéz bylo provedeno statistické vyhodnocení mimořádných událostí ve Věznici Ostrov v letech 2016–2022 a posouzení současného stavu zaměstnávání odsouzených pomocí SWOT analýzy. Realizovaným výzkumem byly identifikovány hlavní faktory, které měly zásadní vliv na vznik i vývoj mimořádných událostí a vývoj zaměstnávání odsouzených. Dále byla stanovena opatření vedoucí ke zvýšení bezpečnosti zaměstnávání odsouzených, kterými by měla být minimalizována rizika vzniku mimořádných událostí, čímž byly naplněny všechny cíle diplomové práce.The diploma thesis deals with the assessment of the influence of employing convicts on the occurrence of emergencies in the Ostrov Prison. The theoretical part contains an introduction to the Czech prison system and the characteristics of the Ostrov Prison. Furthermore, the development of the employment of convicts to its current form and its contribution is mapped here, the issues of emergencies in the Prison Service of the Czech Republic, the activities of the prison's crisis staff and the implementation of the notification and collection plan are described here. Finally, inspections of imprisoned persons returning from workplaces outside the prison are characterized. The practical part focuses on the set objectives of the work. To verify the hypotheses, a statistical evaluation of emergencies in the Ostrov Prison in the years 2016-2022 and an assessment of the current state of convict employment using a SWOT analysis were carried out. The research identified the main factors that had a fundamental influence on the occurrence and development of emergencies and the development of the employment of convicts. Furthermore, measures leading to an increase in the safety of the employment of convicts were determined, which should minimize the risks of emergencies, thereby fulfilling all the goals of the diploma thesis.
